From October 2020, every driver of the Uber, Bolt or FreeNow app must have an extract of a taxi licence.

A taxi licence is a document applied for by a company – that is, us. It is issued per company and is not directly linked to drivers or vehicles. We already hold all the necessary licences, so you do not need to apply for a taxi licence yourself or set up your own business.

A taxi licence extract is a document issued by the City Council for the vehicle used by a company with a taxi licence. The extract only contains information about the vehicle and the driver only needs to be on the driver list. This means that any driver listed for a particular taxi licence can use any car with an extract from that licence. Drivers are not assigned to specific vehicles.

The full medical examination consists of the following documents:
– a medical certificate confirming that there are no contraindications to work as a taxi driver.
– a psychological certificate indicating that there are no contraindications to work as a taxi driver.

It is important that these documents are certificates and not test results, certificates or statements of tests carried out. Only a ‘DECLARATION’ entitles you to work as a taxi driver. It is crucial that the medical certificate is issued on the legal basis resulting from Art. 43(2) and Art. 229 § 4 of the Act of 26 June 1974. – Labour Code, as shown in the photo below. (Note: In Poznań, the City Office additionally requires compliance with Art. 39j of the Road Transport Act – without this article, the examination will not be accepted by the Office!)

In addition, make sure that:
– the doctor has stamped the examination with two stamps. If one of the stamps is missing, the examination is invalid.
– the medical certificate must state that it is an examination for work (and not for work, which is a common mistake).

A driver being added to the driver’s list must provide a criminal record certificate that is no more than 30 days old at the date of application. To avoid the certificate being ‘out of date’, it should be no older than 15 days at the time of delivery to our office, so it is best to request it as late as possible. This certificate can be obtained from any District Court in Poland, regardless of your place of residence.

The cost of a certificate from the National Criminal Register (KRK) is, by law, PLN 30. This document is not returned to the driver and remains on file at the local authority, so remember to take a photo of the certificate beforehand – you will need it to add to your applications. Some offices do not accept electronic criminal record certificates, so the safest solution is to produce a paper version of the certificate.

In order to obtain an extract of a taxi licence, it is necessary to affix a ‘taxi’ stamp to the registration certificate. Without this stamp, you cannot apply for an extract. The taxi inspection is carried out independently of the technical inspection, so it can be carried out at any time. The cost of the taxi inspection is the statutory amount of PLN 43.

Go to a vehicle inspection station and inform them that you need a taxi inspection. For a successful inspection you will need:
– a taxi light (can be any white or yellow with black ‘TAXI’ lettering visible from 50 metres, available e.g. on Allegro for around £50), connected to the cigarette lighter
– a warning triangle
– first aid kit meeting EU standards.
– fire extinguisher.
– a set of reflective waistcoats.
– spare wheel or repair kit

Some vehicle inspection stations are unwilling to carry out a taxi inspection ‘on application’. If this is the case, ask the station manager to check item 964 of the 2020 Journal of Laws.

The diagnostic station will issue a document confirming a positive taxi inspection. With this document, go to the Department of Motor Vehicles in your town, where an official will place a ‘Taxi’ stamp on the registration certificate.

The first set of the following documents must remain at the company’s office in the event of an inspection by the city council. This means that when you apply for an extract for Katowice alone, you need to prepare one additional set which will remain in the office. However, if you are applying for excerpts for more cities or plan to make further applications in the future, the set of documents remains the same – there is no need to prepare additional copies to leave at the office.

1. Hand-signed lease agreement. This agreement should be completed according to the details on the registration certificate and signed by hand. If the car has a co-owner, he or she must also sign the agreement. If the car is leased, an agreement to lend the vehicle to our company from the bank will also be necessary.
2. A manually signed contract of assignment – also for licensing, printed from the portal.
3. A notarised copy of a criminal record certificate (not older than 15 days).
4. Notarised copy of driving licence.
5. Notarised copy of medical certificate.
6. Notarised copy of psychological certificate.
7. Photocopy of registration certificate with TAXI stamp.
